This error may occur when the JAMS Server is isolated from the internet and could be seen in situations where users are using a Mail Trigger, which is attempting to use TLS authentication.

The CRL (Certificate Revokation List) may need to include a site that is local to the organization and not one that resides outside on the internet.

In the Properties of the Certificate, within the OCSP Tab add a local site for the Certification Authority can verify the validy of the Certificate, or simply disable OCSP altogether.
